We Fahad Bin Abdul Aziz Al-Saud, King of the Kingdom of Saudi Arabia,

After consideration of Articles (19) and (20) of the Council of Ministers' Statute issued upon the Royal Decree No. (38) in 22/10/1377,

and after consideration of the universities statute issued by the Royal Decrees No.(11) dated 11/5/1383 , and No. (م/5) dated 22/1/1392, and No. (م/6) dated 28/1/1392, and No. (م/50) dated 23/8/1394, and No. (م/70) dated 7/8/1395, and No. (م/67) dated 28/7/1395, and No. (م/39) dated 289/1401,

and after consideration of the statute of the Higher Universities Council that was issued by the Royal Decree No. (م/10) dated 15/4/1393,

and after consideration of the Decision of the Council of Ministers No. (60) dated 2/6/1414, we have decided the following:

First: Approval of the Council for Higher Education and Universities Ordinance as stated in the attached form.

Second: To be executed by His Royal Highness Deputy Chairman of the Council of Ministers and the concerned Ministers.

The Council of Ministers:

After consideration of the Council of Ministers' document No. 422/8 on 25/7/1412 that includes the letter of the Minister of Higher Education including the proposed Universities Ordinance,

and after the consideration of the recommendation of the General Committee of the Council of Ministers, and the Experts Department report No. 101 dated 17/10/1412,

and after the consideration of the recommendation of the General Committee of the Council of Ministers No. 185 dated 26/12/1412,

and after the consideration of the recommendation of the Experts Department report No. 12 dated 5/2/1413,

and after the consideration of the recommendation of the General Committee of the Council of Ministers No. 42 dated 12/2/1413,

and after the consideration of the report of the Ministerial Committee formed by the royal order No. 5065 on 4/4/1414,

and after the consideration of the recommendation of the Experts Department report No. 52 dated 29/5/1414,

decides the following:

First: Approval of the Higher Education Council and Universities Ordinance as stated in the attached form.

Second, the Ministries of Higher Education, Finance and National Economy and Public Service are to report on the situation of the deputy rectors when this order is in effect, and report to Council of Ministers.
